[GAMEPLAY] Offense Mastery - Devastating Strikes Removal of 3rd point

Hello there,

As the title states, I believe that the "Devastating Strikes (Tier 5 of Offense Tree)" should only have 2 points instead of 3. Here is my reasoning:

• • Last Whisperer/Void Staff each give 35% Penetration
• • Max Penetration % = 39%

Math:

Devastating Strikes 3 points (6%) + 35% = 41% > Max Percentage Penetration Devastating Strikes 2 points (4%) + 35% = 39% = Max Percentage Penetration

That is all. Anyone else agree?
