Let's make thresh manaless
It is too punishing to miss his abilities and it wouldn't be oppressive because his cooldowns are so long anyway. You'd also prevent him from being a frozen heart carrier and save a lot of grief that way :)

Why not a Blitzcrank fix instead?
If he misses a pull he essentially loses 50 hp from his shield.
