Jayce still too weak?

After seeing the patch notes where Jayce graciously received a buff to his hammer q mana cost, i decided to pick him up again and relearn him, as he has been fun in the past and figure why not give him a go....

Come to find out how ever awesome the buff was to his Q... he still falls apart thanks to this WONDEROUS META.... where 6 of his 8 counters are God tier in gamescurrently... http://champion.gg/champion/Jayce Or how all that seems to be accomplished in the end is you are a knockback bot for team... But the oddity is his spike is still there. . It all falls flat due to him not having the tanks stats every other top laner has now with the damage to match... Albeit the problem is jayce has VERY high ratios... so any boosts can send him over the top, which is bad... which is odd because outside of his EQ, there isn't anything all that good about him, he is pokey, but he can never seem to get in to get the kill he worked so hard to whittle down..

Is it only me thinking he is weak? Build? Please discuss.
