Tribunal and Toxicity Recently; Thoughts on Improving the Tribunal?

So I'm going to keep this short and sweet: has anybody else noticed a change in the level of toxicity/unsportsmanlike conduct since Riot disabled the Tribunal? Because I haven't.

Basically what I'm saying is that the Tribunal did nothing to improve the community; there is no difference in toxicity between the time when the Tribunal was working and now.

Personally, I think it comes down to creating a much more dedicated group of judges, but also increasing their power to determine punishments. Thoughts? Any other ideas on how to make the Tribunal actually effective?
