Can hecarim get a buff?

I just wish riot would buff this champion more to make him strong again. He's a good champion but there's to many champions that do what he does better. Make him a real carry like graves and Evelyn, make hecarim strong as them. Bring back his hp per level or make his passive stronger. I want hecarim S tier. He should be strong at all points in the game like graves. I don't see any nerfs to graves and he strong at all points in the game. Outside of using predator and ghost hecarim has no kill pressure can you please fix this. And give him some type of percent health damage so he can actually deal with tanks
