??? It is perfectly intended, as his q and w do little damage mid game.

Fizz has high mana costs, skillshots and gets punished for losing lane.

He doesn't have ranged farm like Katarina does and his escape costs 130 mana while hers costs nothing.

And you forget her ult does more damage then his entire kit.

fizz e is meant to be a big part of his burst

Tying big damage, and Fizz's only AoE damage, to his escape is good design.

It forces him to make critical decisions whether to use it as damage, or to save it as an escape.

It also costs a TON of mana when he has a relatively low mana pool, and building mana regeneration items is not favored on him.

This comparison is plain bad.

Fizz requires more skill than katarina

doesn't he also use mana for his spells?

Fizz requires more skill than katarina

As much as I hate Fizz, this is true

Kat's E also resets, and is instant and impossible to dodge, and doesn't make her invulnerable. They aren't very similar skills. And the rest of their kits aren't even remotely similar. Comparing the damage alone on a single skill is kind of pointless.
