Cassiopeia Phase Rush VS Conq Rune setup?

I've been learning the champion in flex que and it seems that phase rush is much more rewarding for turret diving/kiting/outplay potential. I feel like she already has enough healing through her E passive mid/late.

Id wager its dependent on your APM; if you can fire off Twin Fangs and press every button in ligbtning speeds conqueror's AP bonus alone would give you more than enough power, but lower APM/higer pings and PR takes superiority
