Unlock Every Champion In Custom Mode

I'm not sure if you'd agree with me, but instead of having a free-to-play champion line-up every week, why not have every champion unlocked in a custom game? There you can test out all kinds of champions all day long, alone or with bots and friends. And once you find one you enjoy, you can purchase it to compete with in ranked or normals.
