Smite and Summoner's Insight (Summoner spell CDR mastery): Bug?Oversight?Deliberate? Context please!
So, has anyone from Riot given a context to this thing where Summoner's Insight, the Utility mastery which reduces the Cooldown on your summoner spells, doesn't work properly with Summoner Smite's new stacking system?
As in, you don't get to use smite more often, but at least you get 1 second reduced in the internal cooldown for casting a new smite.
Doesn't this really go against their stated goal of "Strategic Diversity"? I mean, Masteries has to be one of the most strategic elements of the game, limiting the effectiveness of a mastery's interaction with one of the things it has always been wanted for. Seems to be going against that, at least to me.
To point it out more clearly.
With 3 mastery points in Summoner's Insight before the stacking system, your Smite CD was 54 seconds (10 % of 60 is 6). Now it's one stack per 75.
So in general, this doesn't really mean that much. It's only like, 21 seconds longer downtime than it used to be. So once the game gets going, you'll usually have more than one stack when you dip in to take a camp anyway.
But what about my early game, or other times when I want to do a full clear. What about when timing my smite returns is kinda vital, for when I both need to smite the red buff for health, the razors to clear out wards, and should have one extra for dragon.
Then suddenly those 21 extra seconds become very important to what I can and can't do. It means I can't clear for dragon for wards, with my razorbuff because i need to preserve the stack for fighting dragon.
It means one less smite on my first clear, making me back earlier than I wished and clear one more camp before I go to gank when returning. And I could come up with a few other pointless anecdotes if I wanted.
Because in reality, it's not 21 seconds we're losing out on. Because everyone is (in theory) losing out on 15 of those.
We're losing out on the 7.5 we ought to get from our masteries but don't.
And with all those times I've wished it was a couple of more second until my smite came off cooldown, and thought, "oh, I could do this now, but I'd better wait around for a few seconds first"
with all those times, and how fine the edge cases is in the early jungle game.
I deserve to get what I should, what I used to.
I can't think of any concrete examples of where those 7.5 seconds would actually make or break it for me, because the stacks are so very planable. But that goes to show that if the slightly lower Smite CD isn't an overwhelmingly difference and balance point for gamebreaking and healthy, then there's no really good reason to stealth nerf it.
If a red notices my thread please do come in and tell me :o I'd be happy just to know i've been heard.
And again, it's not that this'll make or break anything for me (at least not that I know of yet) but there was no context for the stealthnerf in the patch notes. So I'd like to know why i'm not getting the full worth out of my mastery points, when I would have done so before the stacking system.
