I mean, why the fuck did they turn a pure defensive rune in yet another generic offensive rune, IN THE RESOLVE TREE? It makes zero sense.
Bone Plating was so powerful that it made selecting either of the other two pointless, but it shouldn't have been replaced with an equally oppressive rune.
"TOo much damage in game? Well let's remove a defensive rune and add a damage rune from shielding. That's another thing people love right? Shielding?" lol
Boneplating was an annoying rune that made the game more unenjoyable. While this is a more interesting rune that puts power in the hands of champions who can utilize it. Empowering a diverse cast of bruisers like Udyr/Jarvan/Riven, and at the same time giving a laning trading power rune to shield tanks like Poppy/Sion/Nautilus. But one that forces an actual choice since it also occupies the valuable Demolish which might very well be more valuable to tanks in toplane, especially Sion. This is compared to a boring safety rune that could be taken by anyone to just try and reduce their opponents ability to do anything in lane against you.
Deathfire Touch though.

All this rune does is buff tanks and champions who have shields that scale either with their bonus health or have fat ratios on the shields.

This rune is going to be total garbage on anyone who doesn't buy HP at some point in their game as it scales with 8.5% of the shield's strength and 1.5% bonus health.
Considering most of the champions listed above have a shield that scales with their maximum HP they are going to get fat shields when they purchase HP which means Shield Bash is gonna hurt.

i really want a patch or game mode with everyone's hp buffed by 40%... this would solve so many balance issues we have atm :(
There is like 0 bruisers besides urgot that can use it. Make Ornn even more toxic in lane is what this rune screams.

this is a great change because every tankish champion that doesn't have shields will now run demolish! fuck the towers am i right.

Damage everywhere, in the game (shorter games), in the runes (3 offesnive trees per 1 defensive tree compared to old masteries 1 1 1)

it just would be an absolute nightmare to balance
This rune is pretty nice, even if it is more damage. Shield champions didn't really have a rune that felt good on them. I can see this being a very good consideration for:
