If by trolls you mean people that you report because they had a bad game you are just mad, I believe you. If by trolls you mean people that intentionally fed the game by either dying each time they respawned purposefully and/or stated in chat their true intentions and build stupidly, then no, I don't believe you.

I really doubt you've actually seen that many trolls, and you're just frivolous reporting. As far as I'm aware, there's no report weighting anymore though, so I don't think riot does anything for false reports now

I really doubt any of them get banned unless they used chat,but I don't think you've met 18 real trolls. It’s entirely possible for somebody to troll games with the sole and exclusive purpose of goading others into saying things that would get them banned. As long as this sort of troll doesn’t use chat, he would be able to duck under the radar indefinitely, and would never be caught by a hotrodded email spam filter.
