Does cheap shot hit multiple targets?
I was wondering how exactly cheap shot worked, because I've never known if it can proc on multiple targets at once, so does it?

no it doesnt, assuming its consistent with related things, it would hit the closest target
No, unless the number on the rune info is wrong. It increases once per 4 seconds even if you hit more people with the exact same ability at the exact same timing that have the exact same impairment
