Why aren't new champs/reworks disabled in ranked on their release?

I'm no diamond god tier player, but man it is really annoying seeing a new champ played in ranked the second they are released. Couldn't there be like a grace period or something that disables a new champ/rework being played in ranked on the day of its release? There will always be people who will start playing them in ranked on the second day, but I feel just disabling them on the first day could make a difference.
