Yes they buffed her a lot actually, and to be honest she needed it as a short-range burst mage. The changes address defensive issues mainly, because now Molten Shield will reduce incoming damage by 40% when activated and her ultimate will give Tibbers a lot of movement speed and attack speed on certain conditions. This makes it so if someone like a bruiser wants to dive her she would be able to survive and possibly kill them.
