What's with the Skarner nerf?

Hello, and thank You for reading this. So, what's with the AD ratio nerf on skarners Q? I'm asking because after that streak of nerfs, skarner looks pretty reasonable now. also, he doesn't build that much of ad, since building alot of ad can make him squishy, and getting close to any from ranged champions which can kite, to well covered targets, could mean a suicide. i don't want to sound like a whiner, i'm just a really long-time, passionate skarner main. i hope to get an answer soon, and sorry for my English!

He's one of the highest winrate champions. He's only avoided attention for this long because no one plays him, but it's time for a nerf.

So, anyone want to place bets on how low his playrate will go? I'm betting he goes down to third lowest. If we get it down to second lowest we can break his record!
