Patch 5.13 is the best and at the same time the worst patch in LoL history

If you check out the patch notes, you have finally a clear proof that Rioters indeed know what they are doing when making the changes to their game, and the possible interactions that these changes will have in the context of the overall gameplay and meta, defeating all the accusations and the gripes of the people that claim in the forums and on Reddit that Rioters just does not have a clear direction and /or knowledge of what is actually happening in the game environment

At the same time, the problem is that, at time they know what could be the possible negative implications of these changes, and they'll just try them regardless, even if there is almost the assurance that they are going to release something absurdly OP and landscape changing

I mean, just read this paragraph of Devourer item note

Third: for that Sated Devourer on-hit buff, we were going for some natural synergy with Devourer's on-hit damage, but are very aware of the potential craziness that can come from it. Things like Blade of the Ruined King's passive proc, or Master Yi's Wuju Style come to mind, but we're hoping you can exercise some real creativity in this space.

They know what will happen, they see what will happen, but they'll release it regardless because...well just shake up things

Or the Spirit Visage changes, or Ability power Itemization changes or champion changes (look at Xin Zhao patch notes and the small change on W). Even when they are bringing out something ridicoulously OP, unless there is a clear bug (see Runeglaive proccing Luden), they probably know it, but if they want they'll just put it in the game knowing it could be unbalanced

To see the knowledge shown by Riot here about his game is the best possible thing because you can feel the know things, but it is one of the msot frustrating things because when you see something that is fundamentally OP and is fundamentally wrong within the competitive balance you can sense that Riot know it but doesn't want to intervene at times even when it would be obvious to do it

That's it

P.S. With the AP itemization changes Mordekaiser has been hugely buffed, so this is going to be awesome for everyone huehuehuehuehuehuehuehue

The best was 4.20 cause there were weed jokes in the patch notes.

it looks pretty terrible in regards to ap top laners. especially rumble and vlad.

on rumble, liandries is already core. now with the 80 ap, that was a pretty effective buff. but the worst part is the 40% slow on rylais. that shit is going to be absolutely broken on some champs, including again rumble. since it now applies to his flamethrower, that he can pretty much spam off cooldown.

singeds fart cloud with a 40% slow attached is going to be "interesting" aswell. especially since they also buffed his snare to 2 seconds.

prepare your anus. cancer is coming.

You must've missed that part where DoT or DoT-like effects only apply a 20% slow for 1 second. That includes rumble's flamethrower and singed's poison trail.

I'm more curious to see if Rylai changes will encourage Volibear to build more AP. With the extra damage and slow gained by Rylai could people think to ditch FM for Rylai?

To put the original post in the proper context: I'm not complaining about a certain item or certain changes. The consideration was entirely about Riot philosophy here. They here show clear knowledge of what can happen when they change something, but despite this they deliver even changes that can be detrimental in the short/long period of the game because they just want to shake up things
