Yes. If I had to make a guess WHY Lichbane does not proc lifesteal or spellvamp it would be either

A) It never did and was ignored or B) Champions that build Lifesteal AND Lichbane are limited to a very few number (MAYBE Morde, Akali, MAYBE Kayle/Jax), and those that build spellvamp and Lichbane are the same pool. Giving Lichbane lifesteal/spellvamp would be ignored by almost every user of it and greatly buff those other champions (since Lichbane would count as single target for spellvamp, this would effectively give all those champions extra sustain in their builds).

Lifesteal procs off of auto attacks while Spell vamp procs off of spells.

If one of them procs off of auto attacks and increases the effect of an auto attack modifier, you'd think the other one wouldn't count as a spell.

Also this only buffs stuff that shouldn't be buffed so I'll pass on this anyways.

Among a great many other on-attack effects that modify attacks. Asking why Lich Bane doesn't apply spell effects is a legitimate question: A majority of single-use, magic damage dealing autoattack modifiers do, in fact, apply spell effects.
