Why does Hec feel so much weaker now?
Did they slow down his ult speed or something? He feels useless now all of a sudden. Maybe I'm just bad with him now.

Nah, it's just since there are much better junglers out there right now, hecarims in a nice spot.(he's also fun as hec to play ;) )
There was recently a change to his ult fear mechanic.
Basically, the fear duration scales with the distance traveled. At short distance, it's almost nothing. At long distance, the fear is longer than it used to be.
So, use it from max range for most benefit.

You try to get away with a hecarim early clear. Riot made a chance to them that made zero sense.
ADC is broken so ba nature all divers sucks ass that's it.
