About ultimate hat or whatever it's caled

As far as I can tell ultimate hat reduces the base cooldown of the ult by 5-15%. After that cdr reduces it further via multiplicative reduction. In URF it would basically reduce ult cd from 20% of normal to 19-17% of normal. So Lux ult would go from 10 seconds at max rank down to 8.5 seconds at max rank. Overall pretty cool but probably not particularly gamebreaking.
