For season 7 can the first three picks get the bans?

The reason why you wanted to be one of the first picks in the old queue was to assure your role and or champion, but now with the current system the last 3 picks get to ban, counter pick, and also still have a good chance of getting their desired role and champion. First and second pick kinda just get nothing except those initial first picks.

With how easy it is to orchestrate role swaps, I go into every game hoping I get to be last pick, or at least one of the last picks. It's pretty unbalanced. Preseason is the time to change stuff, and I really feel like this would be a positive change.
