Is Jayce supposed to be able to auto you under turret without drawing aggro?

Just had a game against a Jayce. And usually I am fighting him in his face with Singed, but for some reason I thought Nunu would be a good idea because he has some sustain. (fyi, lolnope).

Anyways, I was pushed under turret and I noticed the turret just let him kill me while it was happily cs'ing my creeps.

Now, obviously he was using his attack speed buff ability, and for some reason ablities don't aggro minions. But should the turret really be ignoring him when he is close enough for it to otherwise aggro as he pokes me down?

Not complaining about Jayce, just asking if this is working as intended.
