They aren't reworking him, they only gave an update on how he's looking and possible directions for small-scale changes.
We're not planning on reworking him again. If we do end up doing any work on him in the future, it would be small tweaks and numbers adjustments.
If only they had just given him mana. Would've been completely fine. "Balance team" is loosely thrown around at Riot HQ.
They could just give Skarner the Passive and Abilities of Old Shen.
Then I'd just Main Skarner.
