Tutorial System for Clueless Players?

Which of these things have you observed the most in your games? What tier/rank are you in?

1.) A new champ comes out and players rush to play the new champ in Ranked without mastering him. 2.) Enemy Jungler is dead and you ping Dragon, but your Jungler ignores pings to farm jungle then recall. 3.) Enemy Nexus is open, but only 2 people on your team try to backdoor. 4.) Support doesn't buy Sightstone and other players don't upgrade their trinkets. 5.) Once a tower is down Top or Bot, everyone goes/stays mid and ignores pushing their lane. 6.) Your teammates chases a low health kill and runs into 3 other enemy players who kill him instead. 7.) Players consistently ignoring pings and warnings. 8.) Players using teleport to go somewhere they could have easily ran and traveled to. 9.) Jungler using Smite on minion in lane. 10.) Player ignores a low health tower to join a losing team fight.
