So I was thinking about the refund tokens in the shop and how essentially useless they are except to newer players. By level 30 you've already used all 3 of them without knowing just what they're WORTH. In my opinion I believe the fact that you only get 3 tokens for life is a bit ridiculous. Maybe you could buy them for IP (about the same price as a summoner name change or a little cheaper, maybe?) or just get maybe 1 every season you play. What do you guys think?

Between the skin spotlights and the PBE, you should know what you're buying.
I agree, most new players tend to blow their 3 tokens on champion buys mainly... We should get 1-2 tokens per year or so of service, and have purchases exceeding 1-2 months unrefundable so as people can't abuse the system by buying and using a legendary skin one year, then refunding it and buying a new one.
Honestly there should give one per year (its been a year since the player created his/her account). Also be a time limit to refund or amount of times the skin is used in game (customs count). Wat do u guys think of this?
