I think surrender at 15 should not be unanimous cause it just makes the match so much worse. I've been in too many games where I have a feeder and he is the only one saying No to early surrender. It's too damn tilting.

I personally don't think there should be a limit on how early you surrender.

I think you should be able to surrender whenever you like, but it should also still be unanimous before 20 minutes, just to stop people from thinking the game is over at 8 minutes when bot lane gets 2 kills.
