There needs to be a vote kick in this game.

When a laner is deliberately intentionally feeding, we should at least be given the option of kicking them from the game. Yes, it can be abused in squads of 4, but usually not in solo q. At the least, we should be given some sort of LP refund if we were matched with a toxic inter that was convicted.
