Towers are so useless

They have so much power yet they decide to sit in lane and pick off dumb players. This is so ineffective. I keep pinging them to tell them to help bot, but no, they just sit there and take my farm. Why can't I report them?

Towers try to roam but the problem is that the shop doesn't exactly have giant stone statue boots.

He is the one who bought the last pair. A new pair will need to be chiseled which will take another year or two.
