First of all it's not. Second of all it's not even required to destroy with him.

Vayne would get two shotted while she's CC'd. And their whole team wouldn't be able do anything since they were CC'd. Draven's E cancel's Trist's jump. And urgot? He's not an AD carry.
It's not like all his damage disappears if he misses an axe lol. He's just as strong as a normal ADC then.
his weakness is not getting early kills. he will fall off becuase he needs kills and if he doesnt get any during laning he will fall off
Draven is hands down the best Snowballing ADC.
However, he has weaknesses.
Most ADC's have issues if they get hit with cc.
If draven gets hit with cc in a fight, he drops his axes, and his DPS drops with it.
Also, the enemy can see where he needs to run to get his axes, so you bet is waiting to grab that booty when he shows up.
