...Because he's only a lane bully against REALLY immobile melees at level 1-2, and then just crys until level 9? Because his earlygame is entirely dependent on never being ganked and never being jumped on?

hes super weak before he buys, hes only a pest if you let him Q you without you dealing damage back to him. hes so weak before he buys, and he brings virtually zero kill potential by himself.
once he gets his his
thats when he becomes an annoying pest who keeps his stacks up on his E, wave clears, and hopefully only needs to press Q on you to stay at full hp.
i can assure you, he is easily destroyed if you put any slows on him before he pools, in addition hes super easy to zone because he has low MS and you can go after him(zone him) starving him of CS just by walking towards him, if not you get a free auto and ability which will deal a lot of damage to him.
the way to beat vlad is to build early AD and quickly get to him and burst him, and not let him stay in lane and Q forever.
if at any point you can shove him out of lane, thats when you back for more ad and you immediately keep doing that and suddenly you have kills and he can no longer stay in lane at all, or better you coordinate with your jungler and you outright camp him.

LoL is a game that heavily favors skill over counter-picks. You'll note most of the top-meta champions focus more on being a swiss-army knife or jack-of-all-trades capable of adapting to a wide range of scenarios rather than just steam-rolling over a certain archetype and rendering them useless.
As such - if you're skilled enough with a 'weak early' champion, you'll be able to have a solid early. Riot allows Vlad to be a manaless lane bully and carry because being a lane-bully is a reward granted to everyone with more and more skill invested in a champion.
Skill is a massive factor in LoL - a bronze player counter-picking a challenger player is still going to get brutally slaughtered and loose horrifically.
If a Vlad player puts in the time to understand the strengths and weaknesses, power spikes and power sinks, of himself compared to a wide range of opponents: then he'll be able to exploit your weaknesses, play to his strengths, make sure he's always got solid footing and high-ground, and make tactically sound decisions while you struggle at every turn.
So don't Q_Q about a champion beating you because imbalance and it's not your fault and the game's so unfair. Work on getting better and more skilled as a player.
