Here is the whole thing, jinx lacks utility, so comparing her with Ashe is stupid, jinx is a lategame hypercarry bent on doing enough damage to make the enemy team go... "Wait she was 1/5 like thirty minutes ago" Kind of like Vayne,
If you are comparing Ashe ult, a utility spell, to Jinx ult, a damage spell, then why can't you say, draven and ezreal needs tweaks cause THERI ultimates dont stun (Thank god for that)

Ubsurd single target damage
Utility, damage, pick
Mobile, extended teamfight means high damage
Mobile, good at in and out situations
On hit tank shreder
Teamfight ultimate that can make or break the game
utility in wave clear and high damage from richocet late game
Mobile reset adc
assassin or teamfight slayer
Poke op and utility ultimate
Late game hyper carry with duel potential
Mobile poke and utility with 
All have different playstyles strengths, and weaknesses, some more then others. Which is where buffs, nerfs etc take place.
I don't understand why people say,
"This champ does this which makes this champ look bad"
when every champ has different playstyles and the meta shifts in favor of them
Yes, there are times where a champ is to weak, and needs buffs, or to strong, needs nerfs, but reworking a champ cause, "Ashe ult stuns, jinx's doesn't"
