All characters available in practice mode?

What if instead of having to wait for a free champ rotate to try someone out or have to waste IP on someone who you find out that you don't like you can try them in practice? I personally am thinking of buying ,but that's a lot to save up for if i don't like her. Anyone else agree that we should be able to try a champ in practice before we have to buy them?
