Akali's changes were somewhat negative.

I tried Akali recently and ended up with 35% CDR. The issue is that I ended up with a 0.679 second.So basically this is useless because since it doesn't proc her Q anymore either you waste energy use it and have it up again immediately or you Q -> Auto -> E but can't E again since it uses too much energy. This truly was pointless and is slightly annoying.

Riot called it an energy dump in the patch notes. They're quite aware that lowering the CD of E to 1 second won't really change anything, that's why it's a safe change for them to make. Honestly Akali needs to stay weak because of how strong Riot made Mejai's Soulstealer.

1 item can't determine how strong someone should be, Mejai's doesn't make Akali strong as Akali can die very easily since she has to go into melee range to kill her targets. Katarina on the other hand benefits even more than Akali yet stays where she is.

Katarina doesn't have spell vamp, nor large single target burst to benefit from spell vamp. If Kat gets 180 AP and 15% CDR off Mejai's, no one cares. 80 AP or 180, she's got enough burst to kill you if she ults and then all her CDs reset. Akali's ultimate has 3 individual stages of only 50% AP each, so having a huge amount of AP in a single item that only costs 1400 gold, coupled with her free spell vamp, makes her harder to kill, which makes it harder to remove stacks, which is the reason Riot removed Leviathan in the first place.

Akali seems pretty pointless with her kit as it is.

Either she gibs people with a comp that has no reliable cc, or a team that won't use a pink ward to completely counter her only defensive move and blow her up as she's in melee range.

Did she really need more damage or buttons to mash in a fight? I don't think so.

A lot of champs, especially assassins have similar problems. Akali is the pinnacle of "Deal with me and I'm done or don't and you will be" There isn't much interaction outside of making the right picks and buying items in the shop.

Girls got problems.
