Reworked/New Champions Available in ranked?

Why are reworked and new champions available in ranked? I feel like there should be a period of time (like one or two weeks) where they are unavailable in ranked. I understand a lot of players think they're broken but a majority of players build incorrectly or just don't understand match ups yet. I also understand that there are ways to play around the champions or just straight up ban it, but they do get through. And when they do it's usually a loss on that team, at least from my experience.

I dunno. I just had a Galio on my team that went full AP instead of tank against a full AD enemy team. Their gameplay was pretty decent, their build just made me wanna cry. AP Galio scales horribly. Pls stop building it unless you're in norms. I'm salty and would enjoy a discussion about this if anyone wants to chat.
