Sterak's Gage shield scales with BONUS health

Take Anivia, with the 2nd lowest base health (1st being min-Gnar so he doesn't count) of 1,657 building a Sterak's Gage for an extra 500 health. She's sitting at 2,157 now, with an additional 647 in shielding. She gets more "health" from Sterak's shielding, which has a 45 second CD (lower than most ultimates I'd bet!). With current live values, Anivia gains an effective 1,147 in health from Sterak's Gage.

So make Sterak's Gage scale with bonus health, but increase the scaling from 30% to 50%. Squishy Anivia would only get a shielding of 250, taking out a nice chunk of survivability. But what does this mean for a juggernaut like Garen; building Black Cleaver (300 health), Deadman's Plate (500 health) and Sterak's (500 health)? A total bonus health of 1,300 for a shielding of 650. Compare that to live value now with the same items, with Garen's base hp capping at 2,049 for a total of 3,349 - he gets a shield for 1,004. This still nerfs Sterak's - but in a way that stops inherently squishy champions who don't normally build health from abusing this since the shield value drops HARD without bonus health.

In fact, for Garen to break even with the bonus health scaling change - he would need to build roughly 3,200 in bonus health to match and then surpass the live value's for Sterak's Gage. Which is an average of 533 health per item. Given that he needs boots, and boots don't give health, it's more accurately an average of 640 bonus health per item. So you pretty much have to build 3 Warmog's to break even - even 2 Mogs with the set up list above (Black Cleaver, Deadman's, Sterak's) tops you off at 3,000 bonus health. So it would be possible with scaling health yellows, but I don't think this would be anything close to the most efficient build.

So why not? I mean, Garen doesn't even have that high of a max base health. He's about the 41st highest - so other bulky champions are going to be in the same boat if nor worse off than Garen. Heck even Bard has a higher base health at level 18 (thanks Juggernaut rework, RIP 2,183 max health at 18... don't ask why I have that memorized).

then why not increase it to 60%?

i find this whole ordeal actually totally stupid. when riots goal is to nerf the item enough for adc and assassins to not abuse it, then just put a goddamn restriction on it. i mean the effect is still the same. with the difference that it doesnt get nerfed for juggs.

make it melee only, and only give the shield passive at 3k total health like warmorgs. that should already weed out most of thee champs who arent suppsoed to get it.
