He's a champion with a lot of macro-level strengths in a game where soloqueue is mostly micro-level skirmishes, and MAYBE a rotation or two. He's destined to be sub par in soloqueue unless someone is Jesus with him.
He has a good kit, its just hard to maximize his potential unless you are communicating verbally. This is because his ulti can be used to set up a "wombo combo" but if you are in sync with your teamates (soloq) then you can ultimately fuck it all up.
People said the same about Kalista. Give it a few weeks, he'll be fine.
Bard is actually incredible in the right hands. He works really well with assassins who don't have reliable escapes.

He has one of THE BEST set up ults in the game. Better than Sona, better than Leona, better than Nami better than every innitiate/disengage ult of every support there is so far. He has a STUN that rivals the length of Morgana's root. A stun!
Remember when Braum did damage on release? Remember when people could take him top lane or jungle with him? Remember when his slow and his concussive blows were the most sadistic thing in league since Yasuo? Yeah, no more. No more should a support who has hard CC going to do damage.

This might be true. Sometimes. But I really don't think it's because of Bard. I think it's because people don't know how to play him. His ult, especially, is potentially game-changing and completely dependent on good decision making. People aren't going to just suddenly pick that up on release. Give the guy a chance.
