Why doesn't QSS build into Mercury's Treads

Quicksilver is another name for Mercury and both are MR items so it would totally fit.

Would also make the boots far more reliable even if to the dismay of malz players everywhere.

Yes this is asking for Mercury's treads to have a QSS active. 35% tenacity just doesn't feel that rewarding anymore.
