Veigar: the Good and the Bad, and a suggestion

I've noticed a couple high visibility threads suggesting ideas for improving Veigar. I'm linking two games I recently played with Veigar to highlight things I think he does well and things that he suffers at.

Game 1: THE GOOD

Ranked solo que Mid Veigar versus a zed in lane. In Silver IV, this is a lane I think a lot of Veigar's would loose; most people seem to agree zed counters Veigar. I played this by startingitem 2041 and rushing item 3191 into item 3165 into item 3157 . Veigar's new Q allowed me to safely farm from a distance. I never felt threatened by zed in the solo lane; Barrier was more than enough to keep me safe from zed's ult+ignite under tower, which i think he tried once. Amumu ganked maybe twice, during which I had to burn flash, and I died once in a team fight because I was caught out of position in the river. In teamfights I usually burst sona while staying in the backline and spamming q's and w's. My E synergized well with MF's ult; it didn't have to stun for her to land the entire ult on several enemy champions.
I ended 8-1-7 with 229 CS at 34 minutes. Veigar's strength in this game came primarily from farming like a mofo while having a relatively quiet laning phase, enabled by summoners spells and the range of my Q to farm out of reach of zed's poke.

Had Amumu ganked more often I think it might have gone differently, but on to the bad.

Game 2: The BAD

Twisted Treeline Ranked 3's. I picked Veigar into annie, with a Voli jungle and J4 top. Early game we did well, but several repeated ganks by J4 and Voli left me sitting at 1-4. There was nothing I could do about the ganks (especially considering the lack of vision control on TT, but regardless); i would be around my tower's attack range and they could still get me. I would throw out my E, but at least one of them would have flash and could make it to me before the E fell or after it caged them. In every teamfight I could burst annie, but J4 or voli would simply trap me and i was toast.

My point in all of this is that Veigar can do amazingly well when he has some safety. Now I know mid lane in SR is much safer than bot lane in TT. Even still, champion's like Leblanc or zed have the ability to 100-0 you before your trap even has a chance to fall, which is extremely frustrating. Yes, I beat a zed, but my success was due more to summoners spells and itemization and playing extreeeeeemly safe than Veigar's actual kit. I understand the need for counterplay in a champion, so i get why there is a delay and I'm generally okay with the delay. However, one way to introduce more lane safety would be to reduce the delay on E to something almost instant WHEN VEIGAR IS INSIDE THE CIRCLE OF DOOM. This at least gives him a chance to stun the people who flash on to him or more quickly disuade these kind of moves. It also means champions who can insta-blink to him like LB or zed have a chance to get stunned while doing so. You won't be insta-stunning their entire team from 1000 range like before the rework; good veigar's will have to learn when to use the cage offensively to trap and when to use it defensively to dissuade. I believe this would give an immobile mage like veigar the boost everyone is asking for while allowing for counterplay and actual decision making.
