Bard buffs don't do anything to solve his problems, which aren't mana expense. And while nerfing Kalista's ult CD, it's still 40% shorter than Twitch's at max rank. Why does an AD carry with almost no utility that relies purely on damage need an absurdly long ult CD again? You know why Twitch isn't played professionally? 100 seconds at max rank is ridiculous. It's completely unnecessary.
While the mana cost on W is not his only problem, it was a big one. It was a nice buff.

I think Bard is actually pretty good, but I think they should of gave him 365 Movement Speed. He is the Wandering Caretaker, but he has pretty low base MS.
Twitch is still absolute garbage. His passive does very minimum damage (216 damage at max rank with max stacks taking the whole duration). his W just feeds into his useless passive, his only attack speed steroid doesn't exist until late game. I don't feel like there's any reason to play him over any ADC.
buffs aren't what they needed to be but they were definitely helpful to him. 
will probably be kept useless until at least Preseason 6 because Riot apparently hates him.
They really should increase his Passive damage. Or let his ult also reduce the armor of whoever it hits. I mean it DOES go through them.
