What's the deal with Rakan?

I mean, every time I play ADC and see my teammate pick Rakan, I regret my decision instantly. Can this champion work outside Xayah v Rakan comp? Lulu is dealing 60% of my hp at level 1, permaslowing me in the process. Rakan just jumps. Blitz is displacing me while dealing a solid 50% of my hp at level 1. Rakan just jumps. Thresh... Imagine. And Rakan still jumps. Janna is doing what Rakan does but with more precision and strength, while also not placing herself in a certain-death scenario. Rakan... jumps. And the list goes on and on. It doesn't get better post-6, trust me. I just can't see my Rakan being of any use unless I myself dominate the lane. The only thing he has going on for him in terms of trades is his knockup - unreliable as hell and easily avoided.

Is Rakan really that bad? Am I missing something?

Rakan is not bad by any means... His dash and ult can ruin a whole entire enemy team because they all can't do anything for a couple seconds giving rakan's team plenty of time to follow up with cc and dmg. He is obviously better with xayah but he is not a bad champion. If you, as an adc, are getting focused by the support then rakan should dash in on the enemy adc and knock them up while you run away and they can't kill you.
