Point runner

Has anyone actually built a yet, because I never find the time to in any game I play because I typically have more important things to build.

I have no idea if it's good. Whats the range on "near turrets"? Does it count destroyed turrets? Azir turrets?

The movespeed bonus seems like an awfully good advantage in seiging, defending and splitpushing in theory, but I really don't know who to build it on or when to build it.

I've been thinking about trying it on Renekton or Shyvana for an Armor/CDR item that doesn't come coupled with useless mana, but haven't had the chance. Good on them at all?
