it seems pointless to me, 5ms is pretty much nothing anyway, and it doesn't affect her in the heat of a fight for obvious reasons.

I think they are trying to be very careful with Irelia nerfs. they don’t want to nerf her so hard that she becomes unplayable, so they are carefully nerfing her so that she is still good but not overbearing like how she is currently.

I personally have no problems against Irelia, I just beat her in her weakest state (early game) and get her so far behind that she can’t possibly come back to damage my team lol.

As for Zoe, sure she is cancerous, but she is also extremely weak with very clear weaknesses. Beat her early and you are set. Let her go even or ahead and she will surely nuke you all the time. She is getting buffed because (believe it or not) she has a pretty low win and pick rate. From personal experience, I have never seen a Zoe in any of my games for at least 3-4 months, and all of those games she was not banned at all.

Honestly I have no idea about Irelia. I've seen her banned a little bit, and the only time I saw her in game she got fed off of her lane. She did REALLY well that game, but I can't judge it from that because ANY champion is going to seem un fair if they are way ahead of you. As for Zoe, I do and don't understand people's frustration with her. For one, yes, being one shot while cc'd is never fun. On the other hand, she's not the only champion that does this. PLENTY of the roster (different classes of champs too not just mages) can one shot the hell out of you while they hold you down, it's just a currently unhealthy part of league. Like someone else said though, I haven't seen a single Zoe pick or ban since she was nerfed.
