I'd just like to know how to obtain it. Haven't seen anything on it, and no one knows how to get it. Haven't seen it in loading either. Anyone know how?

there are different icons that you can only get in certain regions

Surrender@20 says it is part of the MvM ward skin, so maybe when that gets released then so will the icon. Like the Star Guardian skins were released with the patch, but they weren't available until a bit after.
