What is a Power Budge? 3 of Akali's 4 spell involve movement.
If the Akali player knows the kit and plays it well, what does the equally skilled person playing the champ without all the movement power get in return?

Higher defenses, range, better damage, etc. She is unplayable mid and only good on skilled players top so I really don't see an issue with her.
Unbiased opinions are the only ones that really matter :-)
It isn't an opinion. It is a fact.

Range and defenses dont win laning vs a solid Akali, therefore she pays no price for her tools bc she gets through laning well and scales fast. That is why she is pick or ban pro. She is pick or ban bc she isn't fair in terms of very high return with very limited risk of played correctly. The risk has to be during the early game where she is built around being at a definitive disadvantage to practically all safe champs early. Being able to use her kit to out lane all of them is poor moba gameplay bc it therefore has all safe champs serve no purpose in the game. The only way to do things best is assassins being risky volatile picks for everyone from pros to noobs, bc safe should be strong early, out play uses kit to get lead for mid game, and late game carries rule that if they get there. Assassins aren't any of the 3 listed, they are early game carries. To think correctly do not think about just Akali, think about all her prospective opponents, and the result of the matchup if the Akali is played well. Like if Mundo can't bully Akali out of a game during laning, why tf is he in the game at all? Akali is in the game to be risky and volatile, and maybe 15% of the time she goes against a person that picks well, the game last long enough for her to comeback and do assassin stuff. Everyone that plays LoL would be happier that way bc that is how the game is meant to be.
As much as i think Akali was a failure due to how overloaded and frustrating she was (not to mention true stealth bs), she is a hit and run assassin.
Even in the awaken video she's a jumping pogo stick.
It's basically her identity.
I guess that identity isn't viable to the extent Riot has gone with it (having the E is probably what made her a bad champ). Like Chess and as in all strategy games, every piece can't be a Queen. Pieces can not have universal application they need to be assigned strengths and weaknesses. Nothing plays itself and there is plenty of fun to be had in a properly balanced game.

Her E and true stealth are probably the biggest bullshit about her. To top it off, her passive and Q alone were loaded with like 8 mechanics (built in sheen, movement speed, aoe, range, heal, etc).
Her E...even if she was a hit and run assassin, the fact that its range in unlimited is just absurd. She's the only champion who can catch you no matter how far you go if she hits you with her E. It's just unfair.
True stealth is the most complained mechanic even. I can argue that turrets are supposed to immune to any form of stealth and Akali is a middle finger that. And no, showing a grey aura of her doesn't give her a free pass card on that. True stealth on true sight....might as well have true armor and true magic resist on true damage....
CT sure did fuck up Akali.
Her power budget was all put into her shroud

If that was true she would be a bad laner who popped rarely and if so late, like old Akali. People only looking through their own individual experience , and Riot catering to that is what is hurting this games growth and fun the most. Most decision should be about balancing the game well for as many champs as possible, and most importantly catering to new players. If things that can snowball are safe if played right, then the game will be unbalanced for half the roster, and unattractive to a lot of non-diehards and new players. In MoBA balance, common sense prevails, safe should be strong early, big damage is riskier and late. The only risk to picking Zed blind is if the other team takes the game to 25 mins and bodies him out with good picks and teamwork. The latter situation, through balance, should be the safe part, which is made through making laning difficult for assassin-type champs (like basically every season pre-7). It is best for the community and new players that way and in the pro game that means more variety in carries since safe champs dont scale (besides Mundo :D).
Don't tell me you are complaining about a champion who has been gutted by Riot and is now at a 45% winrate.

Everyone bitched about ezreal who had a 47% winrate until he got gutted down to 45% so I don’t see a problem.
Oh wait. He was an adc.

Win rates do not mean a lot. All win rate shows is that it is poor design if can not get around 50% without the champ being incredibly unbalanced when played close to her full potential. Which smart designers know the translation is she has too many tools and in her case movement/evasive abilities.
