You can't kill this champion. His spammable E, combined with a QSS makes him completely unkillable. He is free to dash, dash, dash dash, you can't do anything to him.
CC? nope he has QSS. Burst? nope he'll dash out of range Focus him? nope he'll dash out of range Gank him? nope he'll dash out of range
What can you do against him? Nothing. It's a champion that is too forgiving. You can not kill him ever.

This isn't really true. Being an adc main myself, I do find Lucian oppressive to fight, mostly due to the fact of him having an ultimate that on first level does 1500 damage, but that's not the point. His dash, if you think about it, is lackluster compaired to Lee Sin wardhop, Kat shunpo etc... Also the fact that you have to get your W on them for the cooldown to be lowered which isn't really emphasized in lower elo play. Annother reason that he's not that overpowered is because assassins can jump on him, and there's not really much he can do against that. Sure, he can jump away but it's not really like his jump is that long of ranged. That's just my two cents on it, take it or leave it but from what I've played against him, and what I've played of him I wouldn't call him "overpowered" more like a strong pick right now, and if anything it's not the dash that's the problem.
He has the worst range for an adc already, doesn't need any form of nerf.
