When rolling champ capsules, can we get a better weighted chance of earned an unowned champion?

Now, I don't mind the champion capsule system too much. But after rolling a few levels (level 37, all champs except Zoe on main acc) I think it could do with some work. I would really like the chance to get a Zoe shard and/or one for champions that I need to unlock the final levels of Mastery on. That being said, I think it would also be applicable to people who don't have all the champions who could use discounts.

IMO, champion capsules should have a weighting system. The weighing system I'm thinking of would prioritize champions you don't own, don't own the shard for already, champions that are more expensive, and champions you own that you have level 5 and 6 master on more favorably than champions you do own that you have low scores on.

For example, say the only 5 champions in the game are Amumu, Twisted Fate, Miss Fortune, Ezreal, and Illaoi (1 from each IP tier, and a low number of champions because it makes for easy representations to follow). You only own TF and Miss Fortune, you're Mastery 5 on TF, and you don't play MF. My system would have the weighing at something like 2.5/10 chance of getting a TF shard, 3/10 Illaoi, 2.5/10 Ezreal, 2/10 Miss Fortune, and 1.5/10 Amumu. While this doesn't seem like a lot of change (5% in most cases), you would be getting a useful shard 65% of the time and a shard you'll dust 35% of the time. Those percentages add quickly. Bear in mind this could be adjusted for almost 140 champions (I lost count) so that some shards are 3x more likely to drop without being guaranteed drops.

The reasons being as such;

  1. Higher tier champions should be more likely to drop skin shards because it's more difficult to obtain them. If you want us to save for 6300s incentivizing purchasing them is a great place to start.
  2. I have a lot of champions that I want to level up mastery for. This new system is much more burdensome for people who want mastery 6 or 7.
  3. Low IP champions are almost always bought first, making the cheap skin shards irrelevant incredibly quickly (unless you're a high elo Ryze one trick).
  4. Getting shards for champions you already own on a fairly constant basis probably feels demotivating for people who have 40-50 champions.

ABSOLUTELY.

So I was thinking about this before. I was like, no I understand why they keep it random. SO old people with all champs don't just collect all champs.... But that is wrong. I own all the 450, 1350. Riot should help me by giving me more avg BE and I should get help getting the remaining champs I need. Lord knows I need it.

Riot should help me

Whoa bud that's going a bit too far.

That being said I wouldn't mind a 2x modifier on champions that I own or have high mastery for because it feels like it's possible to actually collect tokens for mastery levels.
