That seems pretty strong in my opinion. You shouldn't even really run out of energy, anyway, unless you mess up on your combos.

The reason energy exists is to allow a champion to be resourceless but still be punished for spamming abilities. kennen and zed are the best examples of this. if you fail to lane your abilitites as kennen then you will use up all your energy. with zed your w e q combo will drain all your energy if you dont land both q's. this Item will most likely break zed
