Nerf Ryze's Rune Prison

A point and click CC is not interactive, nerf it to half a second. Used to last three seconds in alpha, and 1.75 seconds until recently. It has no delay besides the cast time.

Edit: But if the nerfs really DO go through, quadruple the root time when used on fluxed target. Because a 1 second empowered root is much too weak, that's a whole second of lost CC. So, .5 second root, but empowered root is 2 seconds, same as live values. That way, Ryze cannot just WEQ, he must prepare beforehand with an additional E before rooting. Gives counterplay, target enemy has time to react before root goes through.
