Non-desricptive junglers in times of easy kills

i dont feel theres alot of junglers that counter-play or know their champion. the junglers i met as a toplaner atleast 5/10 of them never knew the kill/tower was open. i would like to add that i never felt like the game we won that we won the game correctly (ex. focus the towers instead of dragons). i dont feel like theres a single jungler that isnt boosted
