AN IDEA FOR MUCH NEEDED TURRET BUFFS

So, ever since S5 started and the new SR finally made it, there has been a lot of criticism on the new turrets. The turrets were too weak and dealt too little damage and/or the shield on this turret was too strong (it was). But after reading a bunch of threads about it, I came to what I and some of my friends think, would be a good idea or atleast a step in the right direction.

So from what I read and what I've experienced I've come to the decision that the problem with turrets is NOT their damage or how tanky they are. Its that mobility in game has grown to a point where the average mid laner, specifically looking at the more mobile ones like Ahri, Zed, Ekko, Talon, Fizz etc. etc., can easily tower dive and escape almost immediately taking only 1 turret shot. Basically all the popular champs now have mobility in mammy. This is especially important early game where dealing with champs like Zed, Ahri, and Ekko who have the ability to poke you under your turret consistently, and then dive when you get low enough.

So my idea was NOT giving turrets increased damage or anything like that. The only counter to mobility is CC, so I figured why not give turrets CC. I didn't want it to be anything hardcore, so this is just a proposition.

I call the effect Locked and Loaded. If a champion aggros the turret the first shot will fly at an increased projectile speed and applying a 60% slow and reducing the targets damage by 15% for 2 seconds with the slow decreasing through the duration. I figured the missile speed would be around 3000 (similar too JInx's Zap). Now this will not stop people from towerdiving, but it will most likely make it a bit easier for people who just want to play passively under turret. However, the idea of rooting for 0.5 of a sec is also appealing to me, but I'm not sure how strong that would be ,especially early game. This idea was just for the first lane turrets. I decided to add something different to the second lane turrets.

Since Rito-sama has decided that they like 3 stack abilities so much I figured why not share some of that hash withe the turrets. Every third attack would apply %hp damage as well as reapplying the Locked and Loaded effect.

I thought a while about something for the base turrets but decided I'd just leave that for someone else.

TL;DR Turret buffs provide CC so that mobility champs are restricted from tower diving constantly and taking very little damage. And as the game progresses, tanks won't be able to tank the damage for long amounts of time.
