  1. Do rewards prioritize things you do not own?
  2. Are blue shards only for champions?

I own all champs so when a new one releases will it prioritize that champ as a reward or will I end up getting a bunch of useless blue shards?

Riot working on something else Blue shards can be use for people who have all the champs but right now blue just for unlocking champs.

Should at least let you convert it to IP, RP, or Orange Essence.

Riot said they are working on something that champion shards and essence can be used for that will benefit players like you who have every champion unlocked. They don't have the details yet and that's all we know so far.

Also, while Lightdragoon88 was correct in saying that rewards from chests do not prioritize things you do not own, the re-roll function that turns 3 shards into a random permanent within the same class will only select permanents from the pool which you do not own. So if you have 3 champion shards by the time aurelion sol comes out (say... teemo, teemo, and urgot) and own every other champion, then using those 3 shards on a re-roll will be guaranteed to give you Aurelion Sol.
